Massachusetts' Business Taxes: Still Comparatively Low?

Earlier this month, Ernst & Young, on behalf of the Council on State Taxation, released a report estimating the total taxes paid by businesses in each of the fifty states and comparing those taxes to other measures in an attempt to assess the burden that such taxes pose. The report suffers from several major flaws, such as relying on a methodology that tends to overstate the taxes paid by businesses and arriving at conclusions that obscure important issues in the debate over tax reform in Massachusetts and other states. Nevertheless, it offers some insights into how the one of the leading business-oriented organizations in the nation perceives the Massachusetts tax structure; more to the point, the Ernst & Young study suggests that business taxes in the Commonwealth are much lower than in other states.
